You should be running BENTLEY.Microstation.XM.Triforma.v8.09.03.50-SoS for this
version of Structural.
1: Install Structural
2: Run Structural.bat
3: Fire up Structural
4. Run Licence tool from menu, "Utilities | Licence Management"
5: Press OK on first dialog, Press cancel on next dialog.
6. In the license management window tool, use "File | Import" and browse to Structural.xml
7. "Failed to retrieve a list of available licenses" is a normal message. You dont need any.
